This is a fabric mosaic. Tiny pieces of fabric are fused to a background, covered with tulle netting, then quilted together. Because it has three or more layers held together with stitches, it is a quilt. The sparkle you see in the photo is from the tulle.

I also couched some yarn and threads on top of the tulle and let them hang over the matting to break the frame.
